  • Lucas Evans, Chief Behavior Analyst

    • Lucas is the Chief Behavior Analyst for Missouri's Department of Mental Health, Division of Developmental Disabilities. Lucas has been fortunate to work as part of the MO DMH/DD’s Behavior Team. The team’s important works include establishing best practice standards for behavior analysis and applying systems theory to improve the lives of all people in the DMH system. Lucas served on the MIDD Clinical Best Practices Task Force. He currently serves on system development workgroups, steering committees related to systems of support for individuals with IDD and/or behavioral health concerns, and is a hub member for the MOADD ECHO. Lucas also previously worked at a high security forensic psychiatric hospital providing behavior analytic treatment to individuals with developmental disabilities, behavioral health concerns or both. Lucas is currently a doctoral candidate in Behavior Analysis at the Chicago School of Professional Psychology, researching clinical decision making and app-based decision support systems.

    • Julia LePage is the Department Operational Excellence Director and the Director of DD Community Supports.  The Community Supports Team develops much of the best practice content and technical assistance available to individuals, families, TCMs and providers across all regions of the state.

  • Julie Peterson, Director of Fiscal Operations

    • Julie Peterson is the Division’s Director of Fiscal Operations and has spent over 25 years in the fiscal administration of state and federal programs. She joined DMH in 2017, after nearly 20 years with the Department of Economic Development in oversight of federal disaster and community grant operations and internal compliance of economic incentive programs.  Julie and her team manage the day-to-day operations of the Division’s approximate $2 billion appropriations, working closely with state facilities and regional offices to provide technical assistance and oversight, and collectively coordinate and implement DD’s annual legislative budget each year.

    • Kim Stock is a registered nurse with experience working in the fields of Mental Health and Intellectual and Developmental Disabilities Nursing. She began her tenure with the MO Department of Mental Health (DMH), Division of Developmental Disabilities (DD) in March 1996. During her tenure, Ms. Stock has worked in the areas of Support Coordination, Community Quality Program Nursing and as the Division Quality Information and Reporting Coordinator. Since March of 2012, she has been in the role of Division Director of Quality Assurance.

    • Toi Wilde is the Director of Strategic IT Initiatives for the State of Missouri’s Department of Mental Health, Division of Developmental Disabilities. Toi is a Licensed Registered Nurse and holds a Bachelor’s and Master’s degree from the University of Missouri and William Woods University, respectively. She is a passionate and effective Clinical Healthcare, Quality and IT Project Management Leader with 10+ years’ experience in leading programs, projects and initiatives in the healthcare and IT healthcare sector.  Toi is Green Belt certified in Lean Six Sigma (LSSGB),  Certified Professional in Health Care Quality (CPHQ) and a TeamSTEPPS Master Trainer.

    • Wendy has grown up in the field bringing more than 40 years of experience beginning with direct service and growing into program management, executive management, and board leadership.  Wendy was the Executive Director of a nonprofit agency in Kansas City, Missouri for 14 years serving both children and adults with intellectual and developmental disabilities across seven counties before merging with another organization and accepting the position of Deputy Director for the Division of Developmental Disabilities in May of 2016. In addition, Wendy was appointed to the State Interagency Coordination Council (First Steps) where she served for  10 years and Chair of the Council for most of her tenure.  Wendy enjoyed her partnership with the Division as a provider and member of the Missouri Association of Rehabilitation Facilities (MARF) where she served on numerous committees and had the honor to serve as Chair. Wendy graduated with a bachelor’s degree from the University of Missouri, Kansas City and lives with her husband, retired sergeant rom the Kansas City Police Department, and enjoys spending time with her family.
