Community Mental Health Treatment (CMHT) / Offenders with Serious Mental Illness (OSMI)

Substance Use Programs

SUD Priority Population - High Risk Offenders

Free and Clean

  • This is an intensive, outpatient substance use treatment program for male offenders.  This program is primarily designed for offenders who have received treatment in an Institutional Treatment Center and are reentering the community.  This program incorporates on-site Probation and Parole officers as part of the treatment team.

Alt-Care

  • Alt-Care is an intensive, outpatient program designed for female offenders who have demonstrated a need for substance use treatment and related supportive services.  Females who have completed an Institutional Treatment Center program, long term substance use program, or parole release relapse program are a target population, as well as female clients on community supervision who are in need of treatment.

Partnership for Community Restoration (PCR)

  • PCR is primarily designed for offenders in the community who have not received substance use treatment services at an Institutional Treatment Center.  This program is designed to address the needs of offenders at risk of substance misuse under community supervision who have been identified to receive targeted substance use treatment.

Co-Occurring Case Managements

  • This program provides comprehensive, wraparound case management services to offenders with co-occurring substance use and mental health disorders who are supervised in the community by Probation and Parole. Case management services include activities which link the offender and/or family member(s) to the services and supports needed in order to achieve and sustain recovery and the coordination of those services. The ultimate goal of case management services is to provide services and supports needed to facilitate stability, on-going recovery and successful completion of community supervision.

Substance Abuse Traffic Offender Program (SATOP)

  • SATOP serves more than 30,000 DWI offenders annually who are referred as a result of an administrative suspension or revocation of their driver licenses, court order, condition of probation, or plea bargain (statutes). SATOP is, by law, a required element in driver license reinstatement by the Department of Revenue.

CSTAR General Adult Enhanced

  • Comprehensive Substance Treatment and Rehabilitation (CSTAR) Program provides a full continuum of care approach to substance use treatment. CSTAR offers a combination of clinical and supportive services, to include temporary living arrangements when appropriate, that vary in duration and intensity depending on the needs of the consumer. The program is funded by Medicaid and DBH's purchase-of-service system.

Primary Recovery Plus (PR+)

  • Modeled after the CSTAR General Population Program, PR+ offers a full continuum of services within multiple levels of care to assist those individuals without Medicaid coverage.
