Missouri Tiered Supports (MO-TS) organizations participate in the ongoing assessment of positive supports implementation, evaluating outcomes, and goal setting. The routine assessment findings determine the priorities outlined in the agency's action plan. MO-TS consultants utilize the Agency Systems Support Evaluation Tool (ASSET) to evaluate the extent of organization-wide Tier 1 implementation and provide ongoing evaluation to determine what impact the implemented systems had on the environment.

Consultants review a variety of documentation to identify components and evidence of effective systems of universal positive supports, including:

- Interviews and Surveys
Consultants interview and survey a variety of agency stakeholders including people supported, administration, and direct care professionals. Interviews and surveys inform consultants about the individual perceptions of agency expectations and experiences in their implementation.
- Observations
Consultants observe a variety of settings representative of the organization’s service environment(s). Observations include 10-minute positive and negative interaction observations as well as competency observations for evidence supporting practices outlined in documentation, interviews, and surveys.
