Division 10 - Director, Department of Mental Health
The Office of the Director, with the advice of the Mental Health Commission, is responsible for the overall operations of the Department of Mental Health and its three divisions: Behavioral Health, Developmental Disabilities and Administrative Services. The director's duties include planning, supervising, and evaluating the provision of mental health services for Missourians with mental disorders, developmental disabilities, and substance use disorders.
- Chapter 1 - Organization and Description
This chapter describes the organization of the department and where the public may obtain information about the department as required by section 536.023, RSMo 2016.
- Chapter 5 – General Program Procedures
The policies and procedures in this chapter are to be followed by all agencies that are licensed, certified, accredited, in possession of deemed status, and/or funded by the Department of Mental Health. The chapter establishes policies and procedures for: Advance Directives; Background Screening for Employees and Volunteers; Report of Complaints of Abuse, Neglect, and Misuse of Funds/property; Report of Events; Exceptions Committee Procedures; HIPAA; Hearings Procedures; and Health Homes.
- Chapter 7 – Core Rules for Psychiatric and Substance Abuse Programs
This chapter establishes standard operating practices for certified, accredited, or deemed certified community-based Substance Use Disorder Treatment Programs, Comprehensive Substance Treatment and Rehabilitation Programs (CSTAR), Community Psychiatric Rehabilitation Programs (CPRP), Psychiatric Outpatient Programs, Gambling Disorder Treatment Programs, Substance Abuse Traffic Offender Programs (SATOP), and Recovery Support Programs.

This chapter includes provisions for the Standard Means Test; State Income Tax Refund Intercept Hearing Procedures; Waiver of Standard Means Test for Children in Need of Mental Health Services; Determining State of Official Domicile; Intermediate Care Facility for Individuals with Intellectual Disabilities Federal Reimbursement Allowance; and Community Mental Health Center Clinic UPL.
