Life Insurance

Basic Life Insurance: Employees received one times their annual salary of basic life insurance coverage, rounded to the next thousand through the Missouri State Employees' Retirement System at no cost.

Optional Life Insurance: Employees may purchase additional term life insurance with premiums paid through payroll deduction. Employees may purchase additional life insurance in $10,000 increments, not to exceed the lesser of six times their annual salary. Employees may also purchase up to $100,000 coverage on eligible spouses and $10,000 on each eligible child.

Medical Insurance Missouri Consolidated Health Care Plan

Missouri Consolidated Health Care Plan (MCHCP) provides health insurance, a vision of service plan, a dental plan and an employee assistance program to state employees. MCHCP offers several health insurance plans. The type of plans available will depend on the region the employee enrolls under.

Retirement Plan

Employees may participate in the retirement plan administered by MOSERS if certain criteria are met. The state makes monthly contributions which cover the full cost of the plan. The amount of each employee's benefit is determined by age at retirement, months of creditable service, salary and payment schedule.

U.S. Savings Bonds

Employees may purchase US Savings Bonds (Series EE) in $100, $200, $500 or $1,000 denominations through payroll deduction. A minimum monthly deduction of $12.50 is required for four months for the purchase of a $100 savings bond.

Pharmacy Plan

A pharmacy plan is available to state employees at no additional charge to the employee. You are automatically enrolled in the pharmacy plan when you enroll in a medical plan.

Co-payments will be required when you purchase pharmaceutical drugs of generic, formulary, brand formulary, and non-formulary.

A mail order benefit is available and may be used to purchase up to a 90-day supply of maintenance medication for two co-payment amounts.

Employee Assistance Program (EAP)

Employees may participate in the Employee Assistance Program made available through the Missouri Consolidated Health Care Plan by calling ComPsych at 800-808-2261.

The Employee Assistance Program entitles an employee and any member of the employee's household up to six free visits per episode. The EAP may be utilized by an employee experiencing personal areas of concern such as:

Workers' Compensation (CARO)

The State of Missouri administers its Worker's Compensation program through the Office of Administration, Central Accident Reporting Office (CARO). Workers' Comp is a benefit payable to an employee by his/her employer without regard to liability in the case of injury. Disability or death as the result of occupational hazards.

To report a Worker's Comp injury an employee should contact their supervisor or Human Resources Office as soon as possible. If immediate medical attention is needed the employee should go to the nearest emergency room.

Unless the injury is life-threatening the injured employee must call 800-624-2354 for authorized medical attention.

Direct Deposit

State employees must have their pay direct deposited into their bank account each pay period. As of January 1, 2008, direct deposit or use of a paycard is mandatory for all permanent State of Missouri executive agency employees. All temporary executive agency employees are required to use direct deposit or a paycard if their employment duration is anticipated to be greater than three months.

Cafeteria Plan

Employees may elect to redirect pretax dollars into a trust account from which you can later be reimbursed for eligible expenses. Eligible expenses include state-spondored medical insurance premiums, medical expenses not covered by insurance, adult and child care expenses. Participation in the Cafeteria Plan lowers the gross taxable income reported to the Internal Revenue Service by the Department of Revenue. There is a semi-monthly fee of $.14, $1.20 or $1.70 per participant in the plan.

Deferred Compensation

Employees are eligible to participate in the State of Missouri Deferred Compensation Plan. Employees may defer a portion of their salary before state and federal income taxes are withheld. If you are 50 years of age or under, you may contribute up to $15,500 annually. If you are over 50 years of age, you may contribute an additional $5,000 up to $20,500 annually. Each employee designates where his or her funds are to be invested by selection from various options, including money market funds, fixed rate funds, growth funds, etc.

Missouri now has a "win-win" program that allows Missouri taxpayers to save on their state income taxes and save for their children's future at the same time. The MOST program was launched in November 1999 to encourage Missourians to save for post-high school education while enjoying significant federal and state tax benefits. Annual Leave/Sick Leave/Holidays

During each pay cycle that an employee is in pay status for 40 hours or more the employee earns 5 hours sick leave, regardless of length of service. There is no limit on the amount of sick leave that an employee may accumulate.

The amount of annual leave earned during a full pay period depends on the employee's length of service. An employee may accumulate annual leave up to 48 times the semi-monthly rate. Any excess annual leave hours over the maximum accrual on the October 31 will be lost.

Pay Periods

There are two pay cycles per month. The first pay cycle goes from the first through the 15th of each month. The second pay cycle goes from the 16th through the end of the month.

Payday for the first pay cycle is on the last working day of the month. Payday for the second pay cycle is on the 15th of the following month.

If the 15th falls on a Saturday, employees will receive pay on the preceding Friday. If the 15th falls on a Sunday, employees will receive pay on the following Monday.
